The PARTY is a German party . The abbreviation is an acronym for party for work, rule of law, animal welfare, elite support and grassroots initiative . It was founded in 2004 by editors of the satire magazine Titanic . It is represented in the European Parliament by its chairman Martin Sonneborn and Nico Semsrott .

Policy

The party program bears the title Program of the Federal Association of PARTEI and has remained unchanged since it was founded in August 2004. The PARTY and Titanic

The foundation was initiated on August 2, 2004 by editors of the satirical magazine Titanic , which appears in Frankfurt am Main , and its editorial team and the party leadership are closely linked to one another to this day. The Titanic took part before the founding of PARTY with satirical promotions at various election campaigns in Germany. For the 2002 federal election, the editors faked an FDP information booth with anti-Semitic slogans; in January 2003, several Titanic employees went to Hessen as alleged top SPD candidates . Founded in 2004 until the Bundestag election in 2005

The PARTY was founded on August 2nd, 2004. In the weeks that followed, the number of members increased rapidly due to the great media coverage. 400 members were required for a party to be admitted, but by the time the membership applications were handed over to the Federal Returning Officer in Wiesbaden on September 9, 2004, 1,000 members had already joined. The information on the number of members at that time fluctuates between 4800, approx. 6000 and 8000. In the run-up to the admission to the federal election 2013, Die PARTTEI informed the Federal Returning Officer about the current number of members: As of June 30, 2013, Die PARTEI had 9,105 members.

The first local association was founded within two weeks on August 16, 2004 in the Marburg-Biedenkopf district . The first regional association followed two months later on October 24, 2004 at the North Rhine-Westphalian state party conference in Münster. This decided on a state list with 20 candidates for the state election on May 22, 2005 . Sonneborn saw the 1000 supporter signatures required for their approval as uncritical, since at that time the PARTY already had 800 members in North Rhine-Westphalia. On April 4, 2005, Die PARTTEI finally submitted 1765 valid signatures to the regional returning officer, whereupon the regional electoral committee approved them on April 12, 2005. In the election on May 22, 2005, Die PARTTEI received only 1338 votes (0.016%). In addition to the Bremen regional association, which was founded in November 2004, six other regional associations in Baden-Württemberg, Bavaria, Berlin, Hamburg, Hesse and Rhineland-Palatinate were added in the course of 2005.

In the run-up to the early federal election on September 18, 2005 , the PARTEI held exploratory talks with the APPD party and its candidate for Chancellor Wolfgang Wendland in June 2005 about the goal of a common list that resulted in the establishment of a "special purpose alliance". In the election on September 18, 2005, 0.0% (874) in Baden-Württemberg, 0.2% (3838) in Berlin, 0.0% (2211) in North Rhine-Westphalia and 0.4 in Berlin % (7873) and in Hamburg 0.3% (2506) of the second votes. In the constituency of Berlin-Neukölln, Rolf Kohnen received 1.1% (1480) of the first votes. On October 25, 2008, the 2nd Federal Party Congress took place in Nuremberg . In July 2009, the Federal Electoral Committee , chaired by Federal Returning Officer Roderich Egeler , denied the PARTY party status for the 2009 Bundestag election . This was justified by the fact that after an overall assessment of all known circumstances, the PARTY did not meet the criteria for party status formulated in the party law. An urgent motion against this decision was not accepted by the Federal Constitutional Court, an election review complaint was rejected in April 2011. Despite the decision of the Federal Election Committee, the PARTY submitted a state list for Hamburg and also registered a number of individual applicants for the federal election. These reports were rejected by the responsible state and district returning officers. An objection to this by the federal electoral committee was unsuccessful. The urgent application submitted against this was rejected by the Federal Constitutional Court on August 25, 2009 as inadmissible, as a party could only proceed against the rejection of election proposals after the election. The "Law to improve legal protection in electoral matters" of July 19, 2012 amended the Basic Law, the Federal Constitutional Court Act and the Federal Election Act to the effect that an appeal against the failure of the Federal Electoral Committee to determine party status exists before the election (immediate appeal to the Federal Constitutional Court within a period of time of four days, Section 18 (4a) of the Federal Election Act).

At the beginning of August, Martin Sonneborn sent the then 23-year-old Munich student Samira El Ouassil into the race for political office as candidate for chancellor. On August 30, 2009, the PARTY took part in the local elections in North Rhine-Westphalia and achieved 0.58% in their stronghold of Krefeld .

On September 14, 2009, Martin Sonneborn called on the PARTY to vote for the Pirate Party in the upcoming federal election . The idea behind this is that in the event of the Pirate Party entering the Bundestag, one could argue before the Federal Constitutional Court that this was only achieved on the basis of the PARTY's election recommendation. A possible repetition of the Bundestag election would only take place if a change in the composition of the Bundestag could be expected due to an unjustified non-admission.

2010 to 2013 federal election

The state election committee of North Rhine-Westphalia approved the PARTY in its meeting on March 30, 2010 for the state election on May 9, 2010 . In the election for the House of Representatives in the State of Berlin in September 2016, Die PARTEI received 2% more second votes than all other parties not represented in the House of Representatives. European elections 2019

For the European elections in 2019 , the PARTY entered under the slogan “Enough for Europe” with a federal list with the top candidates Martin Sonneborn and Nico Semsrott . In the European elections, the PARTY achieved the greatest success in its history. State and local elections in 2019 and 2020

In the mayoral elections in Lower Saxony, the candidate of the PARTY in Haselünne Hannah Vergeld received 19.1% of the votes, in the district elections in the Friesland district Sebastian Schroeter 21.2%.

For state elections in Saxony on September 1, 2019 entered the PARTY with top candidate Tom Rodig, reaching 1.6% of votes their all-time highest result in a state election in a tract of land . In the state elections held at the same time in Brandenburg , Die PARTTEI only ran with direct candidates.

College groups

Since 2005, the PARTY has repeatedly moved into student parliaments (StuPa) with university groups . In the 2008/09 legislative period, the university group appointed the Bielefeld StuPa deputy chairman, the StuPa president from Düsseldorf in 2009/10 and the StuPa vice president at the University of Applied Sciences Gießen-Friedberg (who later became StuPa president via a different list and then declared the election victory of LISTE without taking office) and the Karlsruhe StuPa president in 2010/11.

In the legislative period 2011/12 it provides a Wuppertal StuPa president and the chairman of the Independent Student Committee (UStA) in Karlsruhe.

In the legislative periods 2012/13 and 2013/14 she is involved in the AStA at the University of Bremen and provides a deputy SR-President. She has been represented there in the Academic Senate since 2014. After the committee election in 2016, it provides two of four student representatives in the Academic Senate. In the student council elections that took place at the same time, the university group won six seats with 365 votes; more than any other list. As a result, she provides the President of the Student Council and the AStA Chairman, among others. In the 2017/18 legislative period, it will again appoint the President of the Student Council and the AStA Chair.

The Socialist Unity Party Marburg (SEM), which had been part of the Marburg AStA since 2010 and was its CFO in the 2010/11 legislature, withdrew from this coalition in 2013 for political reasons and declared itself a university group close to the PARTY.

In Hamburg, the PARTEI university group works in several committees and, after the election, spoke about the formation of a general student committee of the extreme center with liberals and the Greens. After tough negotiations, however, the members of parliament agreed on a “peace-oriented” student committee. Members of LISTE hold the office of finance officer as well as the management of the public relations department.

In the 2015 summer semester, the university group Die LISTE at the Heinrich-Heine-Universität Düsseldorf won two seats in the student parliament ; in the subsequent election in the 2015/16 winter semester she got a seat.

After new elections at the beginning of December in the AStA of the University of Mannheim , a coalition of Jusos, green-alternatives and Die LISTE (who started as a list for individual ethics, studies, animal love and eschatology ) were able to hold the offices of AStA chairman and the public relations department from the list Die LISTE to be occupied. After regular elections in mid-April, Die LISTE Mannheim was able to fill an AStA chair, various assignments and the newly created department for special tasks for the 2015/2016 legislature in the same coalition. Furthermore, she provided the 1st StuPa President and a representative in the Senate. After the parliamentary elections in 2016, she left the coalition, but continued to occupy 3 seats in the StuPa and appointed the Deputy StuPa President between June 2016 and June 2017. With 18.68% of the votes, LISTE Uni Mannheim won 4 seats for the first time in the StuPa elections in June 2017. She is currently neither represented in the AStA nor in the StuPa Presidium, but its chairman is a deputy member of the Senate Commission for Scientific Misconduct.

At the University of Rostock , the President of the Student Council, who was elected for the 2015/2016 legislative period, resigned in January 2016. In the course of the new elections, the candidate presented by Die LISTE Uni Rostock was elected President for the further legislative period.

The LISTE Hochschulgruppe Nordhausen was also founded at the Nordhausen University of Applied Sciences in 2015. Founded by Tino Ranacher and Michel Bienge, they moved 25% to the student council in the first year, where they held the positions of chairman and first assessor. In the following year, Michel Bienge and Andrey Dretvic ran again for the Student Council and achieved the second-highest vote with 14.3%. Andrey Dretvic moved into the StuRa for the third time in January 2017 for Die LISTE.

On July 8, 2017, students from various universities in North Rhine-Westphalia founded the state association Die LISTE NRW on the fringes of the state party congress in North Rhine-Westphalia. Dominic Alexander Windolph, Timo Andrejewski and Jonas Neubürger were elected to the board.

As part of the federal party convention, Die LISTE - Federal Association was founded on May 21, 2016 to coordinate the LISTEn and party university groups and organize training courses. The first nationwide meeting of the LISTEn and party university groups took place on the weekend of 22./23. September 2018 in Göttingen.

Party associations abroad

  • Belgium: The PARTTEI Brussels branch was founded at the end of 2016.
  • Luxembourg : The offshoot founded in December 2019 is called "d'PARTEI", which in Luxembourg stands for Die PARTEI. In contrast, a blue color scheme is used, and in the acronym "Tierschutz" had to be replaced by "Trickmaschine".
  • Austria : Founded on October 26, 2014, the Austrian national holiday, in the “Hopferl” beer pub in Vienna , Die PARTTEI wanted to run for the 2019 National Council elections only five years later , but this did not happen.

Youth organization HintnerJugend

The Hintnerjugend ( spelling : HintnerJugend ) is the party's youth organization. It was founded under the motto “We need a children and youth movement, because we need a children and youth movement!” On June 5, 2005 at the party's state party conference in Mannheim . It is named after the Secretary General Thomas Hintner, alluding to the Hitler Youth . The chairmen are Michèle Scholtz and Bernd Sandner.

The Hintnerjugend looks after the political offspring, who can then move up to the party's own Prosecco youth after being involved in the Hintnerjugend . The official greeting of the youth organization is: “Hi Hintner!” The clothing of the Hintner youth is a blue shirt with gray trousers and a red scarf. The logo of the youth organization shows a red tadpole on a black background.

The Hintnerjugend is divided into the North, East, South and West League. You can become a member from the age of five. The members are divided into spawn , tadpole , young frog , frog and toad frog .

The religion

The religion for eternal life, intra-family sexual intercourse, anything with divine revelation and charity (in short: the RELIGION ) was founded in September 2013 by functionaries of the party and, analogous to this, represents a parody of the church institutions, in particular the Catholic Church .

RELIGION describes itself as a “customer-oriented service religion”, in which everyone can believe in any content and gods and has to adhere to individually designed customs and commandments. The head of the community is the “extra-parliamentary antipope ”. The office is reassigned every four years.

RELIGION publishes its own satirical magazine Der WACHTURM at irregular intervals . Its title alludes to the similarly named organ The Watchtower of Jehovah's Witnesses .

Elected officials

The PARTY has won numerous mandates in local parliaments and one (2014) and two (2019) in the European Parliament, in state parliaments and in the Bundestag, it has not yet been represented.

Conversions

The PARTEI obtained its first mandates through the transfer of elected mandate holders from other parties, the first in the Council of the City of Leverkusen (May 2011), also in the Council of the City of Saarlouis (December 2012), in the Essen-West district representation (May 2014) and in the District assembly of Friedrichshain-Kreuzberg in Berlin (November 2016). Further transfers took place in 2018 in Fulda and Hechthausen .

The PARTEI sent its first directly elected mandate holder with Bastian Langbehn to the citizenship of the Hanseatic City of Lübeck in the local elections in Schleswig-Holstein in May 2013 .

Local elections in Bavaria in March 2014

In the Bavarian municipal elections in March 2014 , one of the 14 seats on the municipal council was won in Dollnstein with 8.6% of the vote.

European and local elections in May 2014

In the 2014 European elections , the PARTY received a seat in the European Parliament. This is taken by the party chairman Martin Sonneborn, who regularly contributes the “Report from Brussels” to the Titanic .

Local elections in Hesse and Lower Saxony in 2016

  • In the local elections in Hesse on March 9, 2016, Nico Wehnemann entered the city council of Frankfurt am Main with 1.4% for Die PARTEI and founded the FRAKTION parliamentary group there with representatives of two other small parties . In Offenbach am Main , the party missed the leap into the city council with 0.5% of the vote and in Darmstadt with 0.3%.
  • In the local elections in Lower Saxony on September 11, 2016, Die PARTTEI was able to win mandates in five cities, in the councils of the two largest cities one mandate in Hanover and two mandates in Braunschweig , one mandate each in the cities of Celle , Göttingen and Wilhelmshaven . With the transfer of the former parliamentary leader of the party Die Linke , Oliver Förste, a parliamentary group could for the first time be founded in the city council that only consists of PARTY members. In the local elections in Schleswig-Holstein in 2018 , the PARTY was able to defend its mandate in the Lübeck citizenship with 2.5% of the vote. In the state capital of Kiel it moved into the council with 2.6%.

European elections, citizenship elections in Bremen and local elections in May 2019

In the 2019 European elections on May 26, 2019, Martin Sonneborn defended his seat in the European Parliament. With him, Nico Semsrott moved into parliament, who announced his accession to the group The Greens / European Free Alliance on June 4, 2019 .

In the Bremen citizenship election, Ute Niehaus defended her seat in the Bremerhaven city ​​council with 1.91% of the votes . In Bremen, the PARTY is represented in seven local councils, each with one seat.

In the local elections in eight federal states taking place at the same time as the European elections , Die PARTTEI was able to move into several city and community councils:

  • In the municipal elections in Baden-Württemberg , the PARTY quadrupled its share of the vote in the elections to the municipal council in Karlsruhe to 4.6% of the votes. In Freiburg it reached 2.7%, in Heidelberg it also moved to the municipal council for the first time with 2.7%. In the elections to the municipal council in Tübingen , the electoral community Die PARTTEI / Stammtisch "Unser Huhn" won two seats with 4.1%. In the state capital Stuttgart , an individual city councilor of the party Die PARTTEI made it into the municipal council with 1.5% of the votes. In the municipality of Grafenau Die PARTTEI got 8.16% and moved into the municipality council with two councilors, in Hemmingen it won a seat in the municipality council with 7.47% and in Emmendingen it won a seat in the municipality council with 3.09%. In Denzlingen , too , it was possible to gain a seat on the municipal council with 4.33%.
  • In the local elections in Saxony , the PARTY succeeded in entering the city councils of the three large cities of the state: In Leipzig the party won two seats with 3% of the votes, in Chemnitz with 3% of the votes one seat and in Dresden with 1.8% a seat for Max Aschenbach (the official final result was determined on June 11, 2019).

Overall, the number of municipal mandates rose from 43 to 107 mandates after the elections.

In the local elections in Bavaria 2020 , the PARTY won a seat in Baunach with 6.3%, in Roth with 4.6%, in Münnerstadt with 4.5% and in Burgau with 4.2% of the votes, in Fürstenfeldbruck with 3, 8% two seats and in Herzogenaurach with 3.4%, in Bamberg with 2.5%, in Regensburg with 1.8%, in Augsburg with 1.5%, and in Munich with 1.3% of the votes one seat in City council, in Geroldsgrün with 9.9% and in Dießen am Ammersee with 2.8% a seat in the local council and a seat in the district assembly Landsberg am Lech . An election community of the Left and the PARTY succeeded in Muhldorf am Inn 3.6% in Carlstadt with 3.48% and in Dachau 1.4% of the way into the city council and in the counties of Mühldorf and Dachau the catchment in the district council, an electoral community from the PARTY and pirates with 1.7% of the entry into the city council of Nuremberg . Party funding

According to the German law on political parties dating from before 2016, the amount of state partial financing of a party may not exceed the sum of its self-generated income. The state allocation resulting from the votes obtained is therefore capped at the level of the company's own income, whereby before 2016 the sales achieved - i.e. not just the profit - were taken into account as allocation-effective income. In order to increase its own income, Die PARTEI therefore “sold” 20, 50 and 100 euro notes with postcards in 2014 as a bonus for each 5 euro above face value. She was referring to the activities of Alternative für Deutschland , which had set up a gold trade for similar reasons. After the “money sale”, the party claimed around 190,000 euros as “income from business activities” in its statement of accounts vis-à-vis the Bundestag administration.

After the Bundestag administration became aware of the background, they asked for 72,000 euros back from the PARTY. She was also fined 384,000 euros for “incorrect information”. The PARTY has filed an action against this ( Verwaltungsgericht Berlin , Az .: VG 2 K 413.16). In the process, she received support from Martin Morlok , Director of the Institute for German and International Party Law and Party Research . On September 21, 2017, the court upheld the lawsuit and allowed the appeal to the Higher Administrative Court of Berlin-Brandenburg and the jump appeal to the Federal Administrative Court. The Berlin-Brandenburg Higher Administrative Court confirmed the lower court's view, but also allowed the appeal to the Federal Administrative Court, which was carried out by the Bundestag administration. In mid-May 2020, the Federal Administrative Court dismissed the Bundestag administration's action and decided that the PARTY was allowed to sell money. In 2015, one thousand 100 euro bills were sold at a price of 80 euros each.

Following an amendment to the Political Parties Act on January 1, 2016, income from corporate activities is no longer decisive in the annual reports from the 2015 financial year, but rather the profit for the upper limit.
