Frank D. Riggs (born September 5, 1950 in Louisville , Kentucky ) is an American politician . Between 1991 and 1999 he represented the state of California in the US House of Representatives twice .

Career

After elementary school, Frank Riggs served in the US Army between 1972 and 1975 . He then studied at Golden Gate University in San Francisco until 1980 . Riggs also worked in California in the police force and real estate industries. At the same time he began a political career as a member of the Republican Party . Between 1984 and 1988 he was a member of the Windsor Schools Board of Trustees .

In the 1990 congressional election , Riggs was elected to the US House of Representatives in Washington, DC in the first constituency of California , where he succeeded Douglas H. Bosco on January 3, 1991 . Since he was not confirmed in 1992, he was initially only able to complete one legislative period in Congress until January 3, 1993 . In 1994 he was re-elected to the Congress, where on January 3, 1995 he replaced the Democrat Daniel Hamburg , who had been his successor two years earlier. After a re-election in 1996, he was able to spend two more terms in Congress until January 3, 1999. In 1998 he renounced another candidacy.

In 2001 Frank Riggs moved to Arizona . In 2005 he wanted to apply for the office of governor there . Since he had not lived in this state long enough, he did not qualify for this post according to the state constitution.
