Philip David "Phil" Swing (born November 30, 1884 in San Bernardino , California , †  August 8, 1963 in San Diego , California) was an American politician . Between 1921 and 1933 he represented the state of California in the US House of Representatives .

Career

Phil Swing attended the public schools in his home country and then studied at Stanford University until 1905 . Between 1906 and 1908 he was a first lieutenant in the California National Guard. After studying law and being admitted to the bar in 1907, he began to work in this profession in San Bernardino. In 1908 and 1909 he was the legal representative for the town of Brawley . Between 1908 and 1915 he served first as deputy and then as regular prosecutor in Imperial County . Then he was until 1919 adviser to the local irrigation district ( Imperial Irrigation District ). This time was interrupted in 1918 by his stay at a military training camp in Kentucky . From 1919 to 1921 Swing served as a judge on the Superior Court in Imperial County. At the same time he embarked on a political career as a member of the Republican Party . Between 1920 and 1932 he was a delegate to the regional Republican party conventions in Sacramento . In 1926 he chaired this event.

In the 1920 congressional elections , Swing was elected to the eleventh constituency of California in the US House of Representatives in Washington, DC , where he succeeded William Kettner on March 4, 1921 . After five re-elections, he was able to complete six legislative terms in Congress by March 3, 1933 . From 1925 to 1927 he was chairman of the Ministry of Post's Expenditures Monitoring Committee. In 1932, Phil Swing declined to run again. After his time in the US House of Representatives, he practiced as a lawyer again. Between 1945 and 1958 he was a member of the California Water Commission . He died in San Diego on August 8, 1963.
