Steven Kuykendall attended Exeter Academy and then studied at Oklahoma City University until 1968 . He then served as a captain in the United States Marine Corps temporarily in the Vietnam War. He then continued his education until 1974 with his studies at San Diego State University . At the same time he embarked on a political career as a member of the Republican Party . At Rancho Palos Verdes , he was both city councilor and mayor. Between 1994 and 1998 he was a member of the California State Assembly .

In the 1998 congressional election , Kuykendall was elected to the US House of Representatives in Washington, DC , in the 36th  constituency of California , where he succeeded Jane Harman on January 3, 1999 . During the presidency of President George W. Bush , Kuykendall was under discussion as Navy Undersecretary. Otherwise, he has not appeared for a long time since leaving Congress; in the 2012 congressional elections , he ran in the 47th district of California to return to parliament, but only finished third in the open primary and thus missed the runoff election.
