Rohrabacher left the Reagan administration in 1988 and ran in the 42nd Congressional District of California for the Congressional mandate that Dan Lungren had previously held in the US House of Representatives. With the help of his friend Oliver North's fundraising , he won the Republican primary with 35 percent of the vote and prevailed in the main election with 64 percent of the vote. Rohrabacher took up his mandate on January 3, 1989 and was re-elected fourteen times, only in 2008 he remained below 55 percent. Because of the multiple redesign of the constituencies, he represented changing districts, which always included coastal areas of Orange County and some of Los Angeles County . He only faced serious competition twice in the Republican primary, in 1992 and 1998. After the constituencies were redistributed in 1992, Rohrabacher decided to run in the new 45th Congressional constituency and won the primary among three candidates with 48 percent. In 1998 he won an open primary with 54% of the vote. From 2003 to 2013 Rohrabacher represented the 46th congressional electoral district of his state.

In 2008, he defeated Democratic candidate Debbie Cook , Huntington Beach Mayor , with 53 percent to 43 percent, the lowest percentage of winners in Rohrabacher's career. After the electoral districts were redesigned as a result of the 2010 census, Rohrabacher decided on the newly created 48th congressional district in California in 2012. In 2012 he won the constituency on the coast of Orange County, Seal Beach , Sunset Beach, Huntington Beach, Midway City , parts of Westminster (California) , Fountain Valley (California) , parts of Santa Ana (California ) with 61 percent of the vote ) , Costa Mesa , Newport Beach , Aliso Viejo , Laguna Beach, California, and Laguna Niguel . He has proposed the Rohrabacher-Farr law amendment for several years, beginning in 2003, to prohibit the Federal Department of Justice from spending funds that hinder the implementation of state medical cannabis laws. The change was first passed in the House of Representatives in May 2014 and became part of a shell spending bill in December 2014. Other legislative proposals that Rohrabacher proposed were the Respect State Marijuana Laws Act and the Veterans Equal Access Act. Rohrabacher has requested the Drug Enforcement Administration and the United States Department of Justice to remove cannabis from the Schedule I drugs list. Illegal immigration

Rohrabacher was an advocate of California's "Proposition 187", introduced in 1994, which would have prohibited illegal immigrants from obtaining government services. In 2004, he sponsored an amendment to the law that would have prohibited nationwide reimbursement of hospital emergency care and certain transportation services for undocumented foreigners unless the hospital provided the Department of Homeland Security with information about the foreigner's citizenship, immigration status, financial information, and the employer . The bill was rejected, 331–88. In 2011 Rohrabacher proposed HR787, known as the No Social Security for Illegal Immigrants Act of 2011. NumbersUSA, an anti-immigration organization, gave Rohrabacher an A + rating for its stance on illegal immigration.

Same-sex marriage

Rohrabacher refused to legally recognize same-sex marriage . In both 2004 and 2006, Rohrabacher voted for the Federal Marriage Amendment , a proposal for a constitutional amendment that defines marriage solely as a union between a man and a woman.

Foreign and Security Policy

In foreign policy , Rohrabacher supported the withdrawal of US troops from Afghanistan , demanded that Trump punish Turkish President Erdoğan for violent rioting in front of the embassy in Washington against regime critics, supported Russia in the Georgia war , and gave a qualified defense of the annexation of Crimea in 2014 , supported cooperation with Russia in Syria and denies human involvement in global warming .

Rohrabacher denies that global warming is caused by humans. At a civic meeting with the Newport Mesa Tea Party in August 2013, Rohrabacher said global warming was a complete hoax and part of a “strategy” by the Liberals to “create a global government”.

Ethiopia

In March 2005, Rohrabacher introduced Bill HR-1061, which " would prohibit US support for the Federal Democratic Republic of Ethiopia until the Ethiopian government returns all property belonging to US citizens." The draft law is said to have been introduced by Rohrabacher at the behest of a former Eritrean citizen and friend of the Rohrabacher family after the Ethiopian government expropriated his company.

On March 7, 2006, Rohrabacher introduced HR-4895, an amendment to the 1961 International Law, "restricting the provision of United States military assistance and the sale, transfer, or licensing of United States military equipment or technology to Ethiopia."

terrorism

Rohrabacher has stated that he sees Islam as a source of a major terrorist threat to the US. At a hearing in April 2013, he said, "I hope that we will all work together against a religion that motivates people to murder children and is other threats to us as a civilization."

Torture Techniques and Extraordinary Renditions

On April 17, 2007, while defending the Bush administration's program of extraordinary rendition , Rohrabacher stated at a House hearing that treating an innocent suspect unfairly is an acceptable “unfortunate consequence” of being detains others who would otherwise be free to commit acts of terrorism.

Afghanistan

Rohrabacher's interest in Afghanistan dates back at least to the late 1980s, when he visited the country in the company of mujahideen fighters who wanted to deal with the Soviet intervention in Afghanistan . In the years after the Soviet-Afghan war (1979–1989) Rohrabacher said his “passion” was to bring back the exiled king of the country, Mohammed Zahir Shah .

Rohrabacher supported the " Northern Alliance " directed against the Taliban .

Rohrabacher later became a proponent of American withdrawal from Afghanistan. He protested against President Obama's troop reinforcement in Afghanistan and was also against President Obama's only gradual withdrawal of troops.

Bosnia and Kosovo

Rohrabacher was against the use of American ground troops in the Yugoslav wars . He advocated direct bombing of the military on Yugoslav soil and criticized the inefficiency of Western forces against the Bosnian Serbs. Rohrabacher viewed the events in Bosnia as genocide.

Rohrabacher advocated arming the UÇK with American weapons, compared it to French support for America in the Revolutionary War and said: “Based on our own experience, the Kosovo Liberation Army should have been armed. ... If the USA had armed the KLA in 1998, we would not be where we are today. The 'freedom fighters' would have secured their freedom and Kosovo would be independent. "

Iraq

Rohrabacher backed authorization to use military force against Iraq in 2002 , a position he later said was "a mistake".

While visiting Iraq in June 2011, Rohrabacher said Iraq should repay the US with all the money it has spent since the invasion if it becomes a prosperous country again. Rohrabacher also said he will hold a hearing with the Subcommittee on Oversight and Inquiry into whether Iraq committed "crimes against humanity" at Camp Ashraf when 34 residents were killed and over 300 wounded there in April 2011. Rohrabacher's delegation was refused entry to the camp by the Iraqi government and was ordered to leave the country.

In 2014 Rohrabacher proposed redefining Iraq's borders in response to the establishment of the “ Islamic State in Iraq and the Levant”.

Defense budget 2012

In 2011, Rohrabacher voted against the 2012 Military Budget , in part over a controversial provision that allows the government and the military to detain American citizens and others without trial.

Human rights in china

Rohrabacher is a longtime critic of the Chinese Communist Party (CCP) and its human rights violations . He has denounced the persecution of Falun Gong as one of the communist regime's great sins. Rohrabacher said of the harvesting of organs from Falun Gong practitioners in China , “The CCP and its state security machinery use a wide range of repression techniques. ... The most horrific manifestation of this gangsterism, however, is the harvesting of organs from political prisoners and detained religious followers, especially the Chinese religious movement known as Falun Gong. "

In December 2017, Rohrabacher spoke at a forum in Washington about human rights violations and the Tuidang movement in China. Rohrabacher praised the Tuidang movement for giving the Chinese people under the one-party dictatorship the chance to leave the party and not take part in the repression. "Our greatest challenge in the coming years is to deal with a fascist , totalitarian , aggressive China ," said Rohrabacher. "If the situation in China continues, if you have an unbridled power like this ... there will be terrible things in our lives, in all countries of the world." On June 8, 2018, Rohrabacher brought the United States House Committee on Foreign Affairs adopted a resolution (H. RES. 932) calling for solidarity with the Tuidang movement and an immediate end to the campaign to persecute Falun Gong practitioners.

Iran

In June 2017, one day after the double attack in Tehran on June 7, 2017 , in which 17 civilians were killed, Rohrabacher stated during a Foreign Affairs Committee hearing: “Isn't it a good thing that the United States finally supports Sunnis attacking Hezbollah and the Shiite threat to us? "This comment was heavily criticized by the National Iranian American Council, which wrote:" Rohrabacher has a long history of bizarre and offensive remarks about Iran, but its heartlessness towards the Iranian victims of ISIS -Terrors could be his heaviest and most extreme so far. "

Pakistan

In May 2011, after the death of Osama bin Laden , Rohrabacher tabled a bill to end aid to Pakistan , stating that members of the government and the Pakistani security forces, the ISI, were either harboring bin Laden or were completely incompetent. Rohrabacher said: “We can no longer afford this stupidity. … It is time we stopped subsidizing those who actively oppose us. Pakistan has shown that it is not America's ally. "

In February 2013 Rohrabacher gave a speech at a UNPO conference in London in which he called for the right to self-determination for the Baluch in Pakistan.

Russia

According to Politico , Rohrabacher is known for his long-standing friendship with Vladimir Putin and his defense of the “Russian point of view”.

On September 8, 2008, Rohrabacher argued at a meeting of the House Foreign Affairs Committee that the Georgians had initiated the most recent military confrontation in the ongoing 2008 Caucasus War .

Rohrabacher was warned by the FBI in 2012 that Russian agents may have tried to recruit him to represent Russian interests after meeting a member of the Russian Foreign Ministry privately in Moscow .

In an interview with CNN in May 2017, Rohrabacher said, "We have a huge double standard with Russia when it comes to prisoners and other things," and he went on to explain that Russian interference in the 2016 US election was the same as that of the NSA. who had tapped the phone of the German Chancellor Angela Merkel . In September 2017, the Wall Street Journal reported that Rohrabacher intervened in these investigations: Rohrabacher is said to have tried to negotiate directly with President Trump about a pardon for Julian Assange and in return to provide exculpatory evidence that Russia would not influence the US presidential election have.

In October 2017, the House of Representatives Foreign Affairs Committee placed restrictions on Rohrabacher's ability to pay for trips abroad with committee money over concerns about his interest in Russia.

Taiwan

On June 20, 2018, Rohrabacher tabled a motion in the House of Representatives calling on the US government to establish full diplomatic relations with the Republic of China (Taiwan) . Since the official start of diplomatic relations between the United States and the People's Republic of China in 1979, Taiwan and the United States has no official diplomatic relations more. The One-China policy of the United States called Rohrabacher as "outdated". It does not take into account the fact that Taiwan has been an independent and sovereign state for more than 50 years. It is time to pursue a "one China, one Taiwan" policy.

Ukraine

In 2014, Rohrabacher supported the position of the Russian government during the Crimean crisis that it was the right of Crimea to split off from Ukraine by means of a referendum and to unite with Russia. On March 6, 2014, he and 22 other members of the House of Representatives voted against the billion-euro loan to support the new Ukrainian government. When the House of Representatives condemned Russia on March 11, 2014 for violating Ukrainian sovereignty, he abstained and stated, “Starting from our own American Revolution , groups of people have rightly or illegally declared another government or government theirs To be subject to choice. One forgets that this is exactly what our declaration of independence is about. "He described the sanctions against Russia as abhorrent hypocrisy:" It is ridiculous: What we did through violence and military action to secure the Kosovars' right to self-determination was far more destructive and cost far more People life as what Putin did to ensure that the people of Crimea are not prevented from choosing a common fate with Russia. "

Macedonia

In an interview for an Albanian television station Vizion Plus in 2017, Rohrabacher said that the Republic of Macedonia "is not a country" and that the Kosovars and Albanians from Macedonia should be part of Kosovo and the rest of Macedonia should be part of Bulgaria or another country to which they are related in their opinion. The Macedonian Foreign Ministry then accused him of sparking "nationalist rhetoric". Rohrabacher suggested dividing Macedonia between its neighboring countries.

Eritrea

In August 2017, Rohrabacher proposed that the United States establish military ties with Eritrea and that the two countries work together on the war on terror , curbing Iranian influence in the Yemeni civil war, and securing the Red Sea region . At the time of Rohrabacher's proposal, Eritrea was subject to international sanctions for its alleged support for Al-Shabaab in Somalia , as well as US sanctions against the Eritrean Navy for allegedly supplying North Korean military equipment to Eritrea.

Special investigation due to contacts with Russia

On November 21, 2017, the New York Times reported that Rohrabacher had been scrutinized by Special Counsel Robert Mueller and the United States Senate Select Committee on Intelligence for his close ties with the Moscow Kremlin.
