Finis Ewing Downing (born August 24, 1846 in Virginia , Illinois , † March 8, 1936 there ) was an American politician .

Between 1864 and 1880 Downing did business in the cities of Virginia and Butler , Missouri . During this time he held the office of Mayor of Virginia from 1878 to 1880. From 1880 to 1892, Downing was a clerk at the Cass County Court of Appeals . He studied law, was admitted to the bar in 1887 and then began practicing in his hometown. From 1891 to 1897 he worked in the newspaper industry.

Downing was elected as a Democrat in the 54th Congress , where he represented his home state from March 4, 1895 to June 5, 1896. The shortened term of office came about because Republican John I. Rinaker had successfully challenged Downing's election to Congress and now took its seat.

In the following congressional elections Downing was no longer nominated by his party and his application for the post of Secretary of State of Illinois in the same year was unsuccessful. He began to practice again in Virginia in his previous profession. Downing died in Virginia in 1936 and was buried in Walnut Ridge Cemetery .
