  • Baghdad / Iraq : A suicide bomber from the Islamic State (IS) terrorist militia kills at least 28 people and injures 36 others at a Shiite memorial service in the northern district of al-Shaab.

  • Benaulim / India : beginning of the two-day summit of the BRICS - and BIMSTEC -Staaten in the Indian state of Goa . On the sidelines of the summit, India and Russia reached an armaments agreement for the delivery of four long-range surface-to-air missile systems of the type S-400 at a total price of the equivalent of 5.3 billion euros. India is also planning to purchase around 200 multi-purpose Kamov 226T helicopters and four other Talwar-class frigates , each of which will be produced in India.
  • Kabul / Afghanistan : The overdue parliamentary elections in Afghanistan planned for today will not take place. Since 2010 there has not been a new democratic parliament.
  • Kaga-Bandoro / Central African Republic : According to the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), blue helmet soldiers kill eleven members of the Muslim rebel group Séléka , which looted United Nations and non-governmental organizations (NGOs).
  • Kigali / Rwanda : At the 28th UN conference on the Montreal Protocol , almost 200 countries agree on an international agreement for the gradual abolition of fluorocarbons (HFCs), which are used, for example, in refrigerators or air conditioning systems.
  • Varanasi / India : During a procession of followers of Guru Jai Gurudev, who died in 2012, a mass panic breaks out on the Malviya railway bridge, which is used by numerous pilgrims to the Ganges River . At least 24 people die and more than 20 are injured.

  • Kirkuk / Iraq : Iraqi security forces repel an attack by the terrorist militia Islamic State (IS). A total of 46 people are killed and 133 injured.
  • Mosul / Iraq : Various media reports that members of the Islamic State are committing a massacre among the male population in which they shoot 284 men and boys.

  • Banjul / Gambia : The Gambian President Yahya Jammeh , who declared his country an “ Islamic State” in 2015 , wants to end the cooperation with the International Criminal Court in The Hague . Other African countries, including Kenya , also perceive a post-colonial bias of the authority.
  • Calais / France : In the early morning hours, a fire breaks out in the wild migrant camp in the jungle of Calais , which has been cleared since Monday. In view of the flames, the residents leave the camp quickly. It should be completely emptied in the evening for the time being. It is speculative whether the authorities will take action against potential returnees.
  • Ghor / Afghanistan : Supporters of the Islamic State (IS) terrorist militia kidnap at least 33 civilians, including children, in the western province of Ghor and execute them all. Two of the approximately 100 IS fighters were killed and the son of a commander was injured.
  • Mosul / Iraq : The Islamic State militia executes 232 civilians in the city. They refused to act as "human shields" against the invasion of the Iraqi army and its allies.
  • Qandala / Somalia : Fighters of the Islamic State march into the city in the autonomous state of Puntland at dawn without resistance . On the same day, the city of Zyeglow in the Bakool region, with a population of 2,000, fell into the hands of the Islamist Al Shabaab militia .
  • Perugia / Italy : Two earthquakes measuring 5.4 M w and 6.2 M w shake central Italy. Several buildings collapse in the Marche region . At least two people are injured. A man dies.

  • Brussels / Belgium : The defense ministers of NATO approve the maritime operation "Sea Guardian" for the beginning of November 2016 in support of the European Union Naval Force - Mediterranean (Operation Sophia) off the coast of Libya . NATO supports the EU in reconnaissance and logistics. Other topics include promoting the Iraqi armed forces in Iraq from January 2017 by using the training of Iraqi officers in Jordan . Ministers also discussed NATO measures to strengthen deterrence and defense, including the deployment of four multinational battalions in the Baltic States and Poland, led by Canada, Germany, Great Britain and the United States.
  • Brussels / Belgium : The state and the representatives of the regional governments agree on additional formulations for the European - Canadian free trade agreement CETA . With the agreement, Belgium will be able to act again, but the European Union will have to wait for the other member states to approve the new treaty text. An opinion poll on the same day shows that 70% of Walloons approve of Prime Minister Paul Magnette's blockade of the old draft.
  • Cologne / Germany : The flying staff of the airlines Eurowings and Germanwings are on strike. 380 scheduled flights are canceled.
