When the county was organized on March 9, 1875, with its administrative center in St. Gall, now Fort Stockton, the county lived about 1,000 people. While grain cultivation was the main source of income for the county population until 1890, from 1890 onwards Pecos County developed into an area dominated by livestock. In 1890 there were only twelve ranches with a total of 14,564 acres of land, the number of ranches rose to 95 by 1900 with 2,195,000 acres of land. In 1900 there was still a preponderance of sheep breeding (142,000 animals) over cattle breeding (74,000 animals). In the following decade until 1910, Pecos County developed into a county that was primarily determined by cattle breeding. The 1910 agricultural census counted 109,000 cattle and 61,000 sheep in the county, with a total county's population of 2,071.
