Regional reform in Saxony-Anhalt 2004/2005

In order to strengthen the administrative power of the existing administrative communities (VG), the state government of Saxony-Anhalt decided to increase the minimum number of residents required for this community association from 5,000 to 10,000. Due to the country's below average population density , the total number of inhabitants could still be below 10,000, but could not fall below 5000. This change in the municipal code for the state of Saxony-Anhalt led to a whole series of dissolutions and new founding of administrative communities across the country.

As part of this reform, the member communities of individual administrative communities voluntarily decided to give up independence and to form a unified community (free from administrative communities) . Such existing or newly founded community communities had to have at least 8,000 inhabitants. In the event that this number of inhabitants was not reached, an allocation to an administrative community was provided, in which the former unitary community became the sponsoring community .
