Russia took part in the 2016 Olympic Games in Rio de Janeiro . It was the ninth participation in the Summer Olympics.

In addition to the athletic qualification, it was required that a Russian participant must be sufficiently free from suspicion of doping , which was assumed above all in doping tests abroad and a lack of doping ban in the course of his career. This condition was imposed because of inadequate doping controls by Russian institutions. The international sports federations decided on the starting permit. In some sports, Russian athletes could be nominated, in others the starting places were given to other nations.

On July 26, 2016, the International Canoe Association announced the exclusion of five Russian canoe racers : Jelena Anjuschina , Natalja Podolskaja , Alexander Djachenko , Andrei Kraitor and Alexei Korowaschkow were excluded from the games due to the doping practices uncovered in the McLaren Report . After an objection to the CAS , Jelena Anjuschina and Andrei Kraitor were given permission to start.

Russia received two individual starting places in dressage. In eventing, Russia was also able to provide a team due to three individual starting positions.

The World Equestrian Federation FEI did not ban the five nominated riders. FEI President Ingmar De Vos justified this with the fact that the nominated riders and horses had not had a positive result in doping tests in recent years. Punishment for misconduct in other sports was therefore not fair to the riders.

After completing the qualification phase at the end of May 2016, the Russian rowing association initially secured starting positions in six of the 14 Olympic rowing competitions. On June 30, 2016, the rower Sergei Fedorowzew , who was involved in the qualification of the double -fours, was retroactively suspended for the time of qualification after the positive B-sample of a doping test was opened by the Russian anti-doping agency. The Russian rowing team lost their starting place in the men's quadruple to New Zealand , the three other rowers of the Russian four-man were used to reinforce the other qualified teams.

The remaining 28 Russian rowers in the four without helmsman , eighth men , lightweight four men , eight women and lightweight double sculls for women were targeted by the International Olympic in the wake of the publication of the McLaren Report on July 18, 2016 Committees (IOC) and the World Rowing Federation (FISA). After the IOC around President Thomas Bach had delegated the decision on the participation of Russian athletes to the international sports associations with recommendations for exclusion, the FISA Executive Committee met on July 25 and 26, 2016.

On the first day the rowers Anastassija Karabelschtschikowa (registered in the women's eighth) and Ivan Podschiwalow (registered in the men's four-man without helmsman) were excluded from the games because they each had a positive doping case in 2007 and thus in this according to IOC criteria Case should be excluded. The rower Iwan Balandin was expelled from the men's eighth place on the same day because he was among the ten rowers mentioned in the McLaren Report whose doping tests were rigged in the Moscow laboratory. Then FISA subjected all 547 blood and urine samples from the registered athletes from 2011 to 2016 to a detailed examination. Tests at the tampered Moscow laboratory were not considered. No further positive results or irregularities were found during this examination. Nevertheless, FISA interpreted the IOC recommendations very narrowly and suspended all Russian athletes who did not have to submit a (negative) doping test outside of Russia between 2011 and 2016. This affected 17 registered rowers of the Russian team, so that only six athletes and the two registered helmsmen were allowed to participate in the Olympic Games. The athletes excluded on the second day were expressly described as "not tested positive in the period 2011 to 2016".

The Russian rowing federation under the leadership of Weniamin But and the athletes affected by the bans lodged an appeal against the decision at the International Sports Court (CAS). The exclusion of the 17 athletes not tested outside of Russia was confirmed by the CAS on August 2nd, as was Balandin's suspension on August 3rd because of a disguised doping result. The exclusion of Karabelschtschikowas and Podschiwalows because of the doping offenses already served in 2007, however, was lifted, whereby Podschiwalow was one of the eligible athletes. Karabelschtschikowa was not tested internationally between 2011 and 2016 and was not allowed to start by the World Rowing Federation for this reason.

Since no other athletes from Russia could be nominated, it was not possible to fill all Russian starting positions from these six athletes in the open weight classes and one athlete in the lightweight class . Only a start in the four without the helmsman of the men was still possible and allowed. With effect from July 26, 2016, the World Rowing Association allocated the other four starting places based on the results of the final qualification regatta in Lucerne on May 24. In the men's eighth and women's lightweight double sculls, the starting position went to Italy , in the women's eighth to Australia and in the men's lightweight four to Greece . All emerging nations also made use of the additional starting places.

The Russian federation exercised the remaining right to start in the four without a helmsman and reported the four rowers Saruzki, Kossow, Ryabzew and Morgachev, who finished tenth out of 13 participating teams.

On July 24, 2016 the International Tennis Federation (ITF) stated in connection with the partial exclusion of Russia that all eight tennis players who were nominated for Russia would meet the criteria of the International Olympic Committee of July 24, 2016 for the participation of Russian athletes at the 2016 Summer Olympics for having undergone a significant number of anti-doping tests outside of Russia, both inside and outside of tennis tournaments, since 2014 . Maria Sharapova was not nominated , even though she had met the qualification criteria because she had been banned from the ITF for two years on June 8, 2016 for a doping offense.
