The list of lakes in Lower Saxony contains a selection of the lakes in Lower Saxony . The ponds are also listed here if they are of importance to the public. It would be difficult to draw an exact dividing line between lake and pond.

Naturally, the list is not complete, particularly in the area of ​​smaller still waters. Many lakes in the lowlands were created as gravel pits or were dredged to provide fastening material for road construction and do not have any names. The number of small still waters is also very high in the Elbe glacial valley . There are extinguishing water ponds in many villages.

Bathing waters that are more of an open-air pool character are not listed , as are many lakes that are not open to the public and are privately owned, for example by fishing clubs.

Less than a quarter of the 400 or so named inland lakes in Lower Saxony are of natural origin. The oldest lakes in Lower Saxony are ice-age relict lakes and lakes that were created in geological processes through the leaching of underground material ( sinkholes ). Bog lakes and heather ponds also developed naturally. Oxbows and lake-like extensions of rivers in the lowlands are also considered natural standing water. The Hammersee on the North Sea island of Juist is a specialty, the content of which goes back to the no longer drained water from a storm surge of 1932.

More than three quarters of all the lakes in this list are man-made. The vast majority of this is accounted for by quarry ponds , which were excavated in the lowlands, especially in the course of the construction of transport routes. About 8% of the lakes in the list go on mining activities back, which is all about bricks ponds is (clay pits and Lehmkuhlen), in four cases to residual lakes from the brown coal mining , to lagoons come (in a few cases, settling basins , such as the iron ore mining ) and quarries . Around 100 lakes in Lower Saxony were created by damming, i.e. reservoirs and dams (very many of them in the Harz, such as the Upper Harz ponds ) as well as some other basins and larger fish ponds. The 50 or so artificial inland lakes, which could not be broken down here, are mostly quarry ponds. The number of named quarry ponds in Lower Saxony is consequently around 160–180 (40–45% of all named lakes in Lower Saxony). 200 lakes in Lower Saxony are not quarry ponds.

In a number of rural districts in the lowlands, around 90% of the quarry ponds are unnamed and therefore do not appear on this list. This means that the actual number of inland lakes in Lower Saxony is likely to be between 1000 and 2000, with the proportion of quarry ponds corresponding to 80–90%.

Swimming lakes

The Lower Saxony bathing water atlas lists (as of 2014) 216 official bathing areas on inland lakes monitored in accordance with the EU Bathing Water Directive (the atlas also includes 60 other bathing areas on coasts and rivers). Several lakes are listed there with several bathing areas. A total of 192 bathing lakes are monitored, 19% of which are of natural and 81% of artificial origin. Around two thirds of the bathing lakes in Lower Saxony are quarry ponds.

Lakes where the number of bathers is low are not considered bathing lakes in the sense of the EU directive and are not monitored. A specialty in Lower Saxony are lakes which, according to the EU definition, are clearly to be classified as bathing lakes due to their high number of bathers, but where bathing is officially not allowed and which are therefore not monitored. The EU directive contains a passage according to which a lake is a bathing lake if the local authority “has neither ordered a permanent bathing ban nor advised against bathing in the long term”.

In practice, this means that the local authorities can evade the obligation to monitor bathing water in accordance with the EU Directive by issuing official bans. However, these bans, which only exist on paper, cannot be enforced at the often heavily frequented bathing lakes.

In Lower Saxony the common usage (which also includes bathing) is according to the Nds. State Water Act (NWG) is generally only permitted in natural flowing waters. This is also the case in Hesse and Saxony-Anhalt , while in most of the federal states public use also extends to stagnant waters.

The aforementioned law refers to the water authority (in most cases the district ), which can allow bathing , for the approval of public use of standing water . This is the case at the 192 officially monitored bathing lakes. Approval is also deemed to have been granted if public use was exercised on July 15, 1960. It is therefore particularly relevant for the lakes where this approval was not granted to document whether a quarry pond already existed in 1960. Otherwise, bathing in a lake in Lower Saxony is not permitted if the district has not expressly permitted public use since 1960.

The majority of officially registered bathing areas are on privately managed waterways, for example in camping grounds .
