Israel Moore Foster (born January 12, 1873 in Athens , Ohio , † June 10, 1950 in Washington, DC ) was an American politician . Between 1919 and 1925 he represented the state of Ohio in the US House of Representatives .

Career

Israel Foster attended the public schools in his home country and then studied at Ohio University in Athens until 1895 . After studying law at Harvard University and Ohio State Law School and being admitted to the bar in 1898, he began to work in this profession in Athens. Between 1902 and 1910 he was a prosecutor in Athens County . He was a member and secretary of the Ohio University Board of Trustees for 24 years. Politically, he joined the Republican Party . In 1912 he was a secretary on their state board in Ohio.

In the 1918 congressional election , Foster was elected to the US House of Representatives in Washington in the tenth constituency of Ohio, where he succeeded Robert M. Switzer on March 4, 1919 . After two re-elections, he was able to complete three legislative terms in Congress by March 3, 1925 . The 18th and 19th amendments to the Constitution were ratified in 1919 and 1920 . It was about the ban on trade in alcoholic beverages and the nationwide introduction of women's suffrage . In 1924 Foster brought in his own draft, which provided for a further constitutional amendment to protect against child labor. This proposal was ratified by 27 states by 1937. So far that was not enough to put it into effect. The case is still open. If at some point ten more states ratify Foster's proposal, it will become an official constitutional amendment.

In 1924, Foster was no longer nominated for re-election by his party. Between 1925 and 1942 he was a commissioner for the Court of Claims . After that, he retired. He died on June 10, 1950 in Washington, where he was also buried.
