Richard C. Parsons
Richard Parsons Chappel (* 10. October 1826 in New London , Connecticut ; † 9. January 1899 in Cleveland , Ohio ) was an American politician of the Republican Party . Of 4 March 1873 to 3 March 1875 he was a member of the House of Representatives of the United States for the 20th congressional district of the state of Ohio.
biography
Parsons was born in New London, Connecticut, USA. In 1845 he moved to Norwalk , Ohio. He studied law and was admitted to the bar in 1851. He took up his legal practice in Cleveland. Rufus P. Spalding , also a congressman, became his partner. In 1852 and 1853 he was a member of the Cleveland City Council, and in 1853 he served as president.
Between 1858 and 1862 he was a member of the Ohio House of Representatives . Between 1861 and 1862 he was the 47th Chairman (English: Speaker) of the House of Representatives.
On March 27, 1862, Parsons was appointed consul in the United States Legation in Rio de Janeiro . As early as October 1, 1862, he resigned from this post. He then worked for the Cleveland City Council until 1866. US President Andrew Johnson wanted him to be appointed Governor of the Montana Territory and Deputy Treasury Secretary, but Parsons declined. Between 1867 and 1872 he served as a marshal at the Supreme Court .
Parsons ran successfully for the Republican Party in the 20th constituency of Ohio in the 1872 congressional election . He thus moved into the House of Representatives in Washington, DC . In 1874 he lost his seat to the Democrat Henry B. Payne . He resumed his legal practice in Cleveland. In 1877 he was editor and co-owner of the Cleveland Daily Herald .
Parsons died in Cleveland in 1899. He was buried in Lake View Cemetery .
