John J. Gilligan (1965)

John Joyce "Jack" Gilligan (born March 22, 1921 in Cincinnati , Ohio ; † August 26, 2013 ibid) was an American politician . He was the 62nd governor of the state of Ohio from 1971 to 1975  .

Early years and political advancement

John Joyce Gilligan was born in 1921 as the eldest son of Harry J. Gilligan (1895–1978) and his wife Blanche (born Joyce / 1895–1973) in Cincinnati. Ancestors of the family (paternal side) immigrated to the United States from County Sligo, Ireland in the mid-19th century , settled in Cincinnati in 1857 and founded Patrick Gilligan & Sons there in 1877 . John (Joyce) Gilligan grew up with his four siblings in Cincinnati - his twin sister Jeanne (1921–2002) and his two brothers (also twins) Frank J (oyce) (1924–2004) Harry J (oyce) (1924–?) . John Gilligan attended the University of Notre Dame until 1943 and the University of Cincinnati until 1947. His training was interrupted by World War II, in which he participated as a naval officer aboard a destroyer in both the Atlantic and Pacific Oceans. Between 1948 and 1953, Gilligan lectured on literature at Xavier University .

Gilligan was a member of the Democratic Party . Between 1953 and 1963 he was a member of the Cincinnati City Council. Between 1965 and 1966 he was a member of the US House of Representatives in Washington . Between 1967 and 1968 he was again on the Cincinnati City Council. In 1968 he made an unsuccessful attempt to be elected to the US Senate . In 1970 he was finally elected as the new governor of his state, with 54.2 percent of the vote against the Republican Roger Cloud .

Governor of ohio

John Gilligan took up his new office on January 11, 1971. During this time, a state lottery was launched in Ohio against his will. Income tax was also increased to make up for a budget gap. The voting age was lowered to 18 years. The governor also improved the infrastructure, particularly in the area of ​​transportation. In 1974 the gubernatorial election came to a close, in which Gilligan was defeated by his predecessor Jim Rhodes .

After his tenure ended, Gilligan became director of the United States Agency for International Development . He held this office between 1977 and 1979. He also taught at the University of Notre Dame . In 1999 he was elected to the Cincinnati School Board. He held this post until 2007. Due to his age, he waived another term in this body.

Private

John Gilligan was married to Mary Catherine Dixon (1924-1996) for the first time. The couple had four children - the two daughters Kathleen (married Sebelius) and Ellen and the two sons Donald and John. Since 2000, Gilligan was married to Susan Fremont for the second time. His daughter Kathleen Sebelius was governor of Kansas from 2003 to 2009 and has been Minister of Health in the Obama cabinet since January 2009 .
