This list shows the administrative units of East Timor . The basis for the current structure was laid down in ministerial document 6/2003 of July 29, 2003. In 2014/2015 the previous districts ( Portuguese Distrito ) were renamed municipalities ( Portuguese Município ) and the subdistricts ( Portuguese Subdistrito ) into administrative offices ( Portuguese Posto Administrativo ).

The state of East Timor is divided into 12 municipalities and the special administrative region Oe-Cusse Ambeno . These are in turn divided into a total of 65 administrative offices. The Sucos administrative unit can consist of a village, several villages or just one district. These also have Aldeias , who also have an elected head and are comparable to a village community or a neighborhood in a city. Official maps showing the boundaries of the Aldeias were published for the first time in 2019. Some cities in East Timor extend over several sucos. The capital Dili even spreads over several administrative offices and consists of 22 aloneurban sucos that are comparable to districts . The Ministerial Document n. 199/2009 contains a list of the administrative units in existence at that time. The document also specifies the spelling for the administrative units down to the Aldeias. Some changes in the sucos and aldeias were made on July 14th, 2004 after the publication of the ministerial document n ° 6/2003. In 2017, ten additional sucos and eight aldeias were created with the ministerial document n ° 16/2017. In the 452 sucos today there are a total of 2233 aldeias.

The lists published in the Jornal da República for the Diploma Ministerial n ° 16/2017 of March 31st and the corrective version of May 9th both contain various errors (typographical errors, shifts in affiliations), which in this list are based on the older documents and data from the Direcção-Geral de Estatística (DGE) have been corrected. Some of the changes in the administrative boundaries in 2015 and 2017 have not yet been taken into account on the maps. In 2019, the DGE published maps for the first time with the current boundaries of all administrative units, including the Aldeias (see web links).

Aileu municipality

Aileu is located in the northwest of East Timor and is one of the two municipalities without access to the sea. Aileu is bordered by the municipality of Dili to the north, Manatuto to the east, Manufahi to the southeast, Ainaro to the south, Ermera to the west and Liquiçá to the northwest. Administrative offices are Aileu, Laulara, Lequidoe and Remexio.

In 2017, two new sucos and five new aldeias were created with Bocolelo (from Fatisi) and Lequitura (from Lausi), while one Aldeia disappeared.

Ainaro municipality

Ainaro is located on the south coast of East Timor on the Timor Sea . In the north it borders on the municipality of Aileu, in the east on Manufahi, in the south-west on Cova Lima , in the west on Bobonaro and in the north-west on Ermera. Administrative offices are Ainaro , Hato-Udo , Hatu-Builico and Maubisse . During the Indonesian occupation, the then administrative office Turiscai was separated and attached to the Manufahi district , for which Hato-Udo moved from Manufahi to Ainaro. In 2003 the administrative office of Mape-Zumalai was separated from Ainaro and added to the district of Cova Lima.

The municipality of Bobonaro occupies the northern western border of East Timor. In the west and southwest lies the Indonesian West Timor , south the East Timorese municipality Cova Lima, north Liquiçá, east Ermera and in the southeast a small strip of Bobonaro reaches the municipality Ainaro. Cova Lima municipality

Cova Lima occupies the southern western border of East Timor. In the west and northwest lies the Indonesian West Timor, in the north Cova Lima borders on the East Timorese municipality of Bobonaro and in the east on Ainaro. In the south lies the Timor Sea. Administrative offices are Fatululic, Fatumean, Fohorem, Zumalai, Maucatar, Suai and Tilomar. The then administrative office Zumalai came to Cova Lima from the district of Ainaro only with the territorial reform of 2003. Between 2003 and 2004, Suco Casabauc was created in the Tilomar administrative office.

Dili municipality

The municipality of Dili with the capital of the same name is the smallest of the 13 municipalities in East Timor. It is located on the north coast of Timor on the Sawu Sea and borders Manatuto in the east, Aileu in the south and Liquiçá in the west. The island of Atauro, north of the capital, is an administrative office of Dili. The state capital is divided into the administrative offices of Cristo Rei ( East Dili ), Dom Aleixo ( West Dili ), Nain Feto ( East Dili ) and Vera Cruz ( Central Dili ). The Metinaro administrative office borders the capital to the east.

On July 14, 2004, numerous changes were made to the distribution of sucos. The sucos Bairo Central, Bairo Formosa, Bairo dos Grilhos have been combined to form Gricenfor. The Aldeias São José and Terus Nanis from Bairro Pite and Mate Lahotu Beto Timur from Comoro were dissolved, but the Aldeias Bayaleste, Moris Dame and São José Nazare were created in Comoro.

Lautém is the easternmost municipality in East Timor. The municipalities of Baucau and Viqueque border on Lautém in the west, the Banda Sea with the Strait of Wetar in the north and the Timor Sea in the south. The municipality of Lautém also includes the easternmost point of the island with Cape Cutcha and the offshore island of Jaco . Administrative offices are Iliomar, Lautém, Lospalos, Luro and Tutuala.

The municipality of Manatuto is located in the middle of the country and stretches from the north coast on the Wetar Strait to the south coast on the Timor Sea. In the east Manatuto borders on the municipalities of Baucau and Viqueque, in the west on Manufahi, Aileu and Dili. Administrative offices are Barique, Laclo, Laclubar, Laleia, Manatuto and Soibada.

In 2017, with Sikone-Diloli (from Uma Boco) and Laicore (from Iliheu), two new sucos and a total of three new Aldeias were created.

Manufahi community

Manufahi is located on the south coast of East Timor on the Timor Sea. Manufahi borders on the municipality of Manatuto to the east, Ainaro to the west and Aileu to the north. Administrative offices are Alas, Fatuberliu, Same and Turiscai. In the Portuguese colonial times, the community was named after the capital, Same. During the Indonesian occupation, the then administrative office Hato-Udo was separated and attached to the Ainaro district, for which Turiscai moved from Ainaro to Manufahi.

Viqueque is located on the eastern south coast of the Timor Sea. In the north it borders on the municipality of Baucau, in the east on Lautém and in the west on Manatuto. Administrative offices are Lacluta, Ossu, Uato-Lari, Uatucarbau and Viqueque.

In 2017 a new Suco was created with Builo (from Ossorua).

Historically and culturally, East Timor is divided into a western ( Loro Munu ) and an eastern region ( Loro Sae ). Before the colonization by Portugal and the Netherlands , the island of Timor was divided into three loose spheres of power, which were linked by a complicated system of alliances. The central part was dominated by the realm of Wehale with laran , the spiritual center of the entire island. With the colonial division of the area of ​​influence of Wehale, its eastern part with the eastern part of the island became the colony of Portuguese Timor and later became the state of East Timor. This division of the country cannot be traced back to the individual language groups, but has repeatedly led to conflicts in the history of the country, most recently with the unrest in East Timor in 2006 .
