Honorary citizen
The right of honorary citizenship in Heilbronn was introduced by the Württemberg law on community membership of June 16, 1885 and continued by later similar laws. Before 1885 there was the term “honorary citizenship” in Heilbronn.

Appreciated for his services in particular to the reconstruction of the war-torn city.

mayor
A magister civium (mayor) is first recorded in Heilbronn in 1314. The equal constitution of Emperor Charles IV from 1371 meant that the council, consisting of 13 patricians as well as 13 merchants and craftsmen, each elected two mayors from among its members, who held office together. Their names have only been passed down completely from the middle of the 15th century. With the Carolingian order of Emperor Charles V of 1552, the 15-member Inner Council, made up of patricians, received sole power. Its members gradually advanced to the position of mayor in terms of seniority. The three mayors alternated in chairmanship and leadership.
Heilbronn was incorporated into the Duchy of Württemberg on February 25, 1803 with the Reichsdeputationshauptschluss and received a new city constitution. As a result, the city parliament and the mayor were appointed by the king in the future . From 1822 onwards, the people of Heilbronn elect their own local council, which in future will be headed by the city council. The title of Lord Mayor was not reassigned until 1874 by King Karl I of Württemberg to Karl Wüst , who had been the city schoolboy since 1869.

After Klett had resigned from office due to age, the council clerk Josef Raur (1817-1870) was elected to the city school on February 1, 1869 . However, Raur did not accept the election for health reasons, so that there was a new election on May 3, 1869, which Wüst won.

After the Second World War, the former Mayor Beutinger, who was deposed by the National Socialists in 1933, was reinstated in his office by the American city commandant. His successor, Metz, was elected by the local council in 1946, and since the 1948 election it has been elected by the citizens.

From 1815 to 1918 the Württemberg upper offices also served as electoral districts for the state assemblies from 1815 to 1819, the Chamber of Deputies of the Württemberg state estates and the three constitutional revision or advisory state assemblies from 1849 to 1850.
