List of cities and municipalities in Lower Saxony

Division of Lower Saxony into districts, municipalities and associations of municipalities

The state of Lower Saxony consists of

  • 942 municipalities , including 159 cities. In addition come
  • 025 community-free areas , 2 of which are inhabited (as of January 1, 2020).

The 942 municipalities are distributed as follows:

  • 010 independent cities ¹) ²),
  • 007 large independent cities ,
  • 060 independent municipalities (including 52 cities and 8 other municipalities - as well as the additional municipalities Artland, Bersenbrück and Harsefeld) and
  • 865 other municipalities (including 90 cities). Of the other municipalities, 653 municipalities have come together to handle their administrative business to form a total of 116 integrated municipalities .

The integrated municipalities are - like the municipalities themselves - corporations under public law , which either have a landscape-related name or are named after the place of the administrative seat. As a result, in Lower Saxony there can be one and the same name both for a municipality and for a joint municipality. However, these are two different bodies with their own representations and tasks.

¹ Due to the “Göttingen Law” of July 1, 1964, the city of Göttingen, although it has been incorporated into the district of Göttingen, is subject to the regulations on independent cities “unless otherwise determined by this law or this law” .
² Due to the “Law on the Hanover Region” of June 5, 2001, Hanover has the legal status of a city that is not a district, “unless this law makes any other provisions” .
